Mandate The Committee (CSSS-N) is responsible for preparing dossiers on HIV/AIDS since it deals inter alia with the following questions: health system, health policy, drugs, narcotics, prevention, illness and accidents, occupational medicine and social security.
Membership The Committee is composed of 25 parliamentarians who have been nominated by the parliamentary groups to reflect their representation in the National Council. They are appointed by the Bureau of the National Council for a four-year mandate. The Chairperson of the Committee is replaced by the Deputy Chairperson after two years.
Working methods As a standing committee, the functions of the CSSS-N Committee are set forth in Articles 44 and 45 of the Federal Assembly Act as follows: Art. 44 1 Within the limit of the powers that are conferred to them by law or by the Council's Standing Orders, the Committees are responsible for: a. Undertaking a preliminary examination of matters referred to them; b. Examining and deciding on matters they are called on to make a final pronouncement on by virtue of the law; c. Follow social and political developments in their field of competence; d. Draw up proposals aimed at resolving problems falling within their field of competence; e. Submit proposals to the Conference of Committee Chairs or monitoring groups or give the Federal Council a mandate to carry out evaluations to assess effectiveness and participate in the identification of priorities; f. Take into account the results of the efficiency evaluation; 2 The Committees report to their corresponding Council on matters referred to them and submits their proposals to it. Art. 45 1 To carry out their mandate, the Committees may: a. Submit initiatives and parliamentary interventions, make proposals and submit reports; b. Call on external experts; c. Hear representatives of cantons and other interested groups; d. Carry out site visits. 2 Committees may set up subcommittees. The latter report to the plenary committee and submits proposals to it. Several Committees may set up a joint subcommittee. The CSSS-N Committee may also request the government to participate in one of its sittings to provide information to Committee members on a given topic. The Committee's meetings are closed to the public. Its decisions are taken by simple majority vote. The Committee informs the public about the results of its deliberations.
Relations with other parliamentary bodies The Committee submits its proposals to the National Council. It coordinates its work with its counterpart Committee in the other chamber that deals with the same questions.
Relations with external bodies
Subjects dealt with Recent issues dealt with are basically related to the retirement system, the health policy (cyber health, tobacco control, health insurance), disability insurance and the drugs policy.
